Unified Carrier Registration is a yearly fee paid by interstate motor carriers, brokers, freight forwarders and leasing companies. You pay it once a year, online, to the UCR Plan. There is no certificate to carry. The fee depends on how many commercial motor vehicles you operate.

Registration for 2027 opened on 1 October 2026. The 2027 fees are about 20 percent higher than 2026.

The fees

BracketVehicles2026 fee2027 fee
B10-2 vehicles$46$55
B23-5 vehicles$138$167
B36-20 vehicles$276$333
B421-100 vehicles$963$1,163
B5101-1,000 vehicles$4,592$5,548
B61,001+ vehicles$44,836$54,165

Brokers and leasing companies pay the smallest bracket, whatever their size. Fees are set by the UCR Plan and published in the Federal Register (91 FR 56071).

Which vehicles count

A commercial motor vehicle for UCR is a self-propelled vehicle used on highways in commerce to carry passengers or cargo, with a gross weight rating of at least 10,001 pounds, or one that carries placarded hazardous materials, or one built to carry more than ten people including the driver. Trailers are not self-propelled, so they are not in the count.

The UCR Plan bases the count on the vehicles operated in the preceding year, and says a change in your fleet partway through the year takes effect the next year. If you added three trucks in March, they move you up a bracket for the following year, not this one.

How to file it yourself

  • Go to ucr.gov and start a registration for the year. Have your USDOT number ready.
  • Confirm your company details and your vehicle count. This sets your bracket.
  • Pay by card. Keep the receipt it gives you.

The UCR Plan says no credential is required and you need not carry proof in the truck. Keep the receipt anyway: a broker, an insurer or a state officer may ask for it, and the receipt is the only proof you have.

Things that go wrong

  • Counting the wrong number. The plan's own Auto-Renew uses the power-unit count on your latest MCS-150. If that is out of date, the renewal is wrong, so fix the MCS-150 first.
  • Paying a lookalike site. Several private companies sell UCR filing and charge on top of the fee. Check the address says ucr.gov before you enter a card.
  • Registering for the wrong year. From October the year to register for is next year.

Haul10 is one of those private companies. You can file this yourself at ucr.gov for the fee in the table and nothing more. What we add is the reminder, the record, and, on the Pro plan, doing it for you.

Common questions

Is UCR the same as the MCS-150?

No. UCR is a yearly fee paid to the UCR Plan. The MCS-150 is a free update to your company record at FMCSA, due every two years. They are filed in different places.

What is the UCR late penalty?

The UCR Plan does not set one; enforcement is by the states, and amounts differ. We don't quote a figure we can't source.

Do I need UCR if I only drive inside one state?

UCR applies to carriers in interstate or international commerce. A carrier that only operates within one state is generally outside it. Your FMCSA record shows whether you are listed as interstate.
