Facts read against their sources on Oct 25, 2026.
Do I have to register for UCR?
Gross vehicle weight rating, or carrying placarded hazmat, or built for more than 10 people.
Self-propelled vehicles. Trailers don't count.
Yes, you register.
Interstate carriers and private carriers of property register every year and pay by fleet size.
2027 fee: $167 (bracket B2, 3-5 vehicles)
UCR applies to interstate for-hire motor carriers, interstate private carriers of property, interstate exempt carriers, freight forwarders, brokers and leasing companies. It applies to the business, not to a particular truck, and it does not matter how many states you cross.
What does not count
- Vehicles under 10,001 pounds gross weight rating, unless they carry placarded hazardous materials or more than ten passengers.
- Trailers. They are not self-propelled.
- Carriers that operate only inside one state. States may still have their own rules.
Brokers and leasing companies that do not operate vehicles pay the smallest bracket. A freight forwarder that does operate vehicles pays by fleet size, like a carrier.
These are the UCR Plan's published answers. The Plan notes they are informal interpretations the UCR Board can revise.
Common questions
I'm a private carrier hauling my own product. Do I register?
If you operate interstate, yes. Interstate motor private carriers of property are covered.
Where do I register?
At ucr.gov, through the registration system the UCR Plan runs. You choose a base state from the options the Plan lists.
